General Overview

The Hagerstown-Washington County Economic Development Commission is a county agency that provides assistance to new and expanding businesses throughout Hagerstown and Washington County, Maryland.  The EDC interacts with a vast network of public, private and nonprofit organizations to address the business needs of the community, as well as attract new companies to the county.

  • Facilitate workforce development for existing and target businesses
  • Identify and prioritize economic development infrastructure needs and opportunities

  • Development Specialist since 2004

    • Hagerstown Community College Technical Innovation Center Advisory Committee and Biotechnology Advisory Committee

  • from the International Economic Development Council in 2009
  • Graduate of University of Oklahoma’s Economic Development Institute; Leadership Washington County Class XXI; and, James Madison University with B.S. degree

Robert P. Mandley, Project Coordinator

  • Project Coordinator since 2004
  • Retired Senior Project Director for America Online
  • Manages available properties database and helps new and existing companies manage the construction of their new local facilities
  • Member of several associations including the Maryland Broadband Cooperative, Minority/Women-Owned Business Technical Assistance Board, and Canal Towns Committee
  • Serves on the EDC infrastructure committee
  • Graduate of Montgomery College with a business management degree

Susan M. Buchanan, Fiscal/Research Specialist

  • Fiscal/Research Specialist since November 2009
  • Compiles detailed research for clients and economic/workforce data
  • Administers County Enterprise Zone and New Jobs Tax Credits programs
  • Washington County Government contact for MD’s Community Block Grant Program
  • Pursuing University of Oklahoma’s Economic Development Institute program
  • Graduate of Hood College with a B.A. degree in Business Administration

Linda A. Spence, Administrative Assistant

  • Administrative Assistant since 1998
  • Manages annual Washington County Business & Industry Directory
  • Helps manage EDC business community events
  • Serves as Clerk to the EDC Board of Directors
  • Serves on the Board of the Center for Business and Training

Leslie Hart, Agriculture Marketing Specialist

  • Washington County Agriculture Marketing Specialist since 2008
  • Responsible for developing, marketing, and managing economic development strategies for Agriculture
  • Implements marketing programs to attract, retain, preserve, and grow agricultural enterprises and related industries in Washington County
  • LEAD Maryland Fellow and Alumni
  • Serves on several committees including the University of Maryland Extension Advisory Council, Advisor for the Culinary Arts Program at Washington County Technical High School, and 4-H Leadership Council, among others
  • Graduate of Hagerstown Community College and Mountain State University with a Bachelor of Science degree in Organizational Leadership and a Master of Science degree in Strategic Leadership

Greg Larsen, Airport Business Development Manager

  • Hagerstown Regional Airport Business Development Manager since 2001
  • Worked in various Washington County Government departments since 1994
  • Responsible for implementing marketing initiatives to help develop existing airport businesses as well as attract new business and commercial carriers to Hagerstown Regional Airport
  • Graduate of Dalhousie University in Halifax, Nova Scotia with a Bachelor of Arts degree in English
